Job Description

Purpose
The purpose of the Emergency Response Coordinators position is to coordinate all requirements associated with the emergency response function at Akyem including HSLP Management Operating System (MOS) requirements.

Position Specific

  • Coordinate the Akyem programs to prevent and control loss due to emergency situations such as fire, hazardous chemicals and vehicle and or heavy equipment accident response.
  • Coordinate and conduct emergency response training for emergency response team members.
  • Ensure all site emergency response equipment is maintained.
  • Implement a formalized Emergency Rescue Plan system for permitted and high risk activities including working at heights, confined space entry, managing hazardous chemicals (i.e. transfer of cyanide), etc.
  • Assist with the management of fire detection and fire prevention equipment on site.
  • Coordinate the implementation of a formalized Fire Safety Training annually at Akyem for all employees and direct Newmont contractors including actual firefighting training and not just theory or observation.
  • Provide support in setting up emergency response systems to meet the certification requirements for OHSAS 18001.
  • Conduct inspections and audits of emergency response equipment and processes and prepare reports and close out corrective actions in a timely manner.
  • Manage the day to day activities of the emergency response team members.
  • Ensure emergency response compliance with the Akyem HSLP MOS.
  • Provide emergency response support to the Akyem HSLP Manager and Regional Emergency Response Manager.

General

  • Support, promote and embrace the Newmont Vision, Values and Purpose statement.
  • Carry out all duties in a manner that minimizes the risk and maintains a safe working environment for all personnel including contractors.
  • Demonstrate effective performance in achieving or exceeding agreed HSLP goals in support of the department, site and company.
  • Train, motivate and positively influence the ERT to work in a safe manner at Akyem.
  • Actively maintain knowledge of and compliance with all company policies, procedures and safe work practices detailed in the HSLP MOS, Regulations and other documents that may be appropriate for the management of emergency response at Akyem.
  • Maintain awareness and understanding of Newmont's Environmental and Social Responsibility
  • Policy and the operation's ESR Statement of Commitment.
  • Notify management of HSLP, Environmental and Community hazards or risks and participate in the control of these hazards or risks as deemed appropriate.
  • Understand the environmental impact of work activities, the environmental requirements of Standard Operating Procedures (SOP's) and the relevant elements of the Environmental MOS as it applies to emergency response.
  • Respect and observe the rights of local communities.
  • Treat all employees, contractors and visitors with respect and communicate with them in an open and honest way.
  • Perform other duties as required or directed.

Constraints, Framework & Boundaries
This position operates under the responsibility of the Akyem HSLP Project Manager as well as the frameworks and procedures/protocols/licenses established by the relevant Government Department, Newmont Ghana and its parent.

Challenges
The position requires excellent communication skills and the ability to actively engage with line supervisors in the promotion of emergency response and loss prevention activities. This position is responsible for ensuring a 24/7 emergency response capability (including people and equipment) at the Akyem site.

Working Relationships

Internal

  • Reports directly to the Regional Emergency Response Manager.
  • The position supports the Site Leadership Team and other site personnel.
  • The role necessitates a close working relationship with other HSLP team members.

External

  • The position is an active member of the broader Newmont team and must foster friendly and professional working relationships with all internal and external contacts. External contacts include Consultants, Contractors and Government Agencies.
  • External support resources include the Principal Advisor - Crisis and Emergency Management, HSLP Group Executive, HSLP Global Team and Safety professionals at other Newmont operations.

Required Skills or Experience

  • Minimum of 5 years' experience in working in emergency response or fire service.
  • Strong understanding of Safety Management Systems as they apply to emergency response.
  • Sound knowledge of loss control processes and mine rescue techniques.
  • Higher National Diploma in the Sciences or equivalent
  • International Firefighter I &II preferred.
  • Preferred to have Fire Service Instructor certification.
  • Must have experience in confined space rescue, water rescue, vehicle extrication, advance first aid, rope rescue, & interior firefighting preferably with certification.
  • Preferred to have certified hazardous materials awareness, operations and technician training.
  • Detailed understanding of Regulatory body requirements such as Ghana Mine Regulations, OSHA
  • and NFPA.
  • Strong organizational skills, be familiar with budgeting, development of work plans and high impact ER training schedules.
  • Excellent Reading & English speaking and report writing skills
  • Strong presentation, organizational and communication skills
  • Competent in MS Office software
  • Current 'C' class Driver's License
  • Knowledge of relevant health and safety legislative requirements.
  • Ability to work effectively in a diverse work group.
