WARFP-Ghana recruits for Procurement Specialist

The West Africa Regional Fisheries seeks a Procurement Specialist. The objective of the West Africa Regional Fisheries Program Project for Africa is to strengthen capacity, govern and manage targeted fisheries, reduce illegal fishing, and increase local value added to fish products.

The Government of the Republic of Ghana has received an Adaptable Programme Loan (APL) from the International Development Association (IDA) of the World Bank and grants from Global Environment Facility (GEF) Trust Fund towards the cost implementing the Ghana Component of the West Africa Regional Fisheries Programme (WARFP-Ghana).

There are four components to the project. The first component of the project is good governance and sustainable management of the fisheries. The objective of this component is to build the capacity of governments and stakeholders to implement a shared approach that will ensure that the marine fish resources are used in a manner that is environmentally sustainable, socially fair and economically profitable. The second component of the project is reduction of illegal fishing. The objective of this component is to reduce the illegal fishing activities threatening the sustainable management of the marine fish resources. The third component of the project is increasing the contribution of the marine fish resources to the local economies. The objective of this component is to increase the benefits to West Africa from the marine fish resources, by increasing the share of the value-added captured in the region. The fourth component of the project is coordination, monitoring and evaluation and program management. The objective of this component is to support the countries to implement the program in the context of the Sub-Regional Fisheries Commission Strategic Action Plan, and to monitor results.

Job Description

Duties and Responsibilities:
The Procurement Specialist will take overall charge of the Project's procurement management and conduct the tasks identified below by applying sound technical practices and methods. He/she will work in close consultation with the Project Coordinator of the PMU. The consultant will be required to train all implementing Agencies' (IAs) procurement staff through hands-on training and mentoring. He/she will monitor conditions and issues that would affect efficient procurement management of the project and agree with the Project Coordinator on the ways to resolve them.

The Procurement Specialist will undertake the following:

  • Review all available Project documents and on that basis confirm the procurement requirements of the Project;
  • Establish a procurement management system for the PMU and the IAs based on the guidelines and procedures for the conduct of procurement under World Bank funded projects and the government regulations for the procurement of goods, works and services under the Public Procurement Act, 2003 (Act 663);
  • Set up a simple procurement tracking system that would monitor the implementation of procurement activities;
  • Using the World Bank's Standard Bidding Documents, prepare customized Bidding Documents and Requests for Proposal (RFP). This should include standardized forms to be used for International and Local Shopping Methods;
  • Monitor procurement implementation and in consultation with the IAs update the procurement plans for the procurement goods, works and consultant services annually and whenever it becomes necessary to do so;
    • Establish a register of qualified suppliers, contractors and consultants and periodically update this register per advertisements and requests for expressions of interest
    • In consultation with the IAs coordinate the preparation of Terms of Reference (TORs) for consulting assignments and Specifications for goods and works contract assignments;
    • Prepare General Procurement Notices (GPN), Specific Procurement Notices (SPNs) and Invitations for Expressions of Interest (EOIs) whenever required;
    • Initiate and execute procurement processes, including those for International and Local Competitive Bidding procedures, ensuring compliance with agreed procurement methods and thresholds;
    • Ensure timely receipt of Goods, takeover of works and delivery of consultants' reports;
    • Monitor and ensure timely responses to procurement questions raised by the World Bank and other stakeholders;
    • Provide support and training to the various IAs staff involved in the project on the operation of the procedures outlined in the Project Implementation Manual (PIM); operation of the procedures outlined in the Project Implementation Manual (PIM);
    • Carry out any other relevant duties that may be assigned the project from time to time

Performance Criteria:
The following performance criteria will be used to assess the performance of the Procurement Specialist at regular intervals:

  • Quality and timeliness of procurement management relating to procurement planning for goods, works and services;
  • Quality of documentation submitted for prior review
  • Quality of procurement filing
  • Quality of documentation submitted during post reviews
  • Quality and timeliness of reports (monthly, quarterly, annual, etc)
  • Demonstrated evidence of transfer of knowledge to IAs' procurement staff

Remuneration: Competitive Salary
Location: Accra (But with country-wide scope)
Duration: Two (2) years (renewable yearly based on satisfactory performance)

Required Skills or Experience

The Procurement Specialist will have not less than 8 years' experience in international procurement and management of public procurement, including experience in procurement procedures of the World Bank. Educational and professional qualifications will include a minimum of a first degree in a relevant discipline and a professional qualification in procurement management. Specifically, the candidate must have:

  • A first degree in relevant discipline, e.g. Engineering, Administration, Economics, etc. with minimum 8 years post graduate experience in procurement and contract management in the public sector
  • A good knowledge of procurement policies and procedures of multilateral financial institutions (including the World Bank) and development co-operation agencies; as well as good knowledge of the institutional, technical, and commercial aspects of procurement
  • Must have demonstrated procurement experience in previous positions (as procurement staff), preferably in an international environment
  • Excellent skills in project management demonstrated in previous job
  • Proven track record in working effectively within multidisciplinary teams
